|[SSG Circular/QMD/2017/8]: REQUIREMENT TO REGISTER WITH COMMITTEE FOR PRIVATE EDUCATION FOR APPROVED TRAINING ORGANISATIONS

Dear Training Partners,
This circular seeks to inform Training Partners (TP) on the requirement to register with the Committee for Private Education, SkillsFuture Singapore Agency (“CPE”).
2 Under section 34(1) of the Private Education Act Cap 274A (the “Act”), any person or entity that offers private education is required to seek registration with the CPE.
3 Private education in relation to WSQ courses refers to the following:
(a) education leading to the award of a diploma or degree; or
(b) full-time post secondary education leading to the award of a certificate;
Full-time in relation to the provision of education, means the provision of education of a duration of at least one month and that is conducted for 5 days of a week for at least 3 hours each day.
4 TPs who offer the WSQ full qualification* for 3(a) or 3(b) are required to seek registration with the CPE. This includes approved modular WSQ courses which lead to a full qualification. You may wish to refer to the CPE website (www.cpe.gov.sg) for more information about registration with the CPE.
5 Please note that the provision of private education without registration is an offence under the section 34(1) of the Act and any person convicted shall be liable to a fine not exceeding $10,000 or imprisonment for a term not exceeding 12 months or to both, and, in the case of a continuing offence, to a further fine not exceeding $1,000 for every day or part therefore during which the offence continues after conviction
