[SSG CIRCULAR/QMD/2019/1]: TRANSITION OF INTRODUCTORY-LEVEL INTERNATIONAL COMPUTER DRIVING LICENSE (ICDL) COURSES TO NON-CERTIFIABLE COURSE FUNDING

Dear Training Providers

Thank you for your commitment and support as our Approved Training Organisation (ATO) under the Employability Skills (ES) WSQ.

2. As part of SkillsFuture Singapore’s (SSG)’s regular funding review of our programmes, we will be making adjustments to the mix of funded training courses. Specifically, we have reviewed the funding rates for the following three Introductory-Level International Computer Driving License (ICDL) courses:

i ES-FSI-112G-1 Use Primary Functions and Applications of a Tablet;
ii ES-FSI-110G-1 Use Primary Functions and Applications of a Computer; and
iii ES-FSI-111G-1 Use Basic Functions and Applications of a Computer.

3. With effect from 1 July 2019, these three introductory-level courses will be transited from WSQ to non-WSQ, with funding pegged at non-certifiable course funding. ATOs are expected to commence new WSQ course runs no later than 30 June 2019 to be eligible for certifiable course funding. They are to issue Statements of Attainment (SOA) to learners who have successfully completed the WSQ courses.

4. With the availability of comparable courses such as the SkillsFuture for Digital Workplace and courses by the People’s Association and National Silver Academy, this move will help us direct more efforts towards training that have a stronger impact on the performance of our workforce, especially in the emerging areas. SSG will also be working closely with ICDL and the ATOs to encourage learners to progress to programmes with higher levels of proficiency.

5. ATOs who wish to continue delivering these three modules as non-WSQ courses and receive SSG funding are advised to first submit an application to SSG for the non-WSQ Training Organisation (TO) profile, if applicable, followed by application of course funding by 1 July 2019.

6. Please note that the processing time of 7 working days for non-WSQ TO profile application (if applicable) and 20 working days for non-WSQ Course profile application would apply. Please refer to the set of Frequently Asked Questions (FAQ) appended in Annex A for more details. All assessment results must also be uploaded within 10 working days from the assessment dates in accordance to the current requirements.
