[SSG CIRCULAR/QMD/2019/3]: FOR EARLY INFORMATION- ANNOUNCEMENT OF THE ISSUANCE OF WORKFORCE SKILLS QUALIFICATIONS USING OPENCERTS ON 3 MAY 2019

Dear WSQ Approved Training Organisations,

On 3 May 2019, Minister Ong Ye Kung will be announcing the launch of OpenCerts. OpenCerts (https://opencerts.io) provides a common standard for the issuance and verification of digital certificates, which will be stored on Skills Passport on individuals’ personalised MySkillsFuture accounts. This enables Singaporeans to easily access and retrieve their digital certificates from a single location.  Upon receiving the digital certificates from individuals, employers can authenticate the certificates through OpenCerts without having to request individuals to provide certified hard copies from the training providers. 

2.       At the initial phase, OpenCerts will be progressively extended to Singapore Workforce Skills Qualification (WSQ), O, N & A Level statement of results, as well as qualifications issued by ITE, Polytechnics, Autonomous Universities and the Arts Institutions.

3.      For WSQ training providers, there is no further action required on your end. SkillsFuture Singapore (SSG) will be issuing the WSQ certificates in OpenCert file format (.opencert) and uploading it onto Skills Passport, in addition to the e-Certs (.pdf). Leading up to the launch on 3 May 2019, SSG has started issuance of WSQ certificates (Statement of Attainments, Qualifications, Transcripts) in OpenCert format and uploaded them onto Skills Passport, starting with the 2019 graduating cohort. For upcoming WSQ certificates, after training providers upload the assessment records in SkillsConnect, it will take 2 calendar-weeks from issuance to getting the OpenCert uploaded onto Skills Passport. SSG plans to retrospectively issue and upload past issued certificates. OpenCerts provides an additional format and does not replace e-Certs.

4.    There is no change to the current process for the submission of WSQ assessment results in SkillsConnect. Training providers can log in to MySF Portal (www.myskillsfuture.sg) with their CorpPass to download their trainees’ e-Certs two (2) working days after the submission of assessment results in SkillsConnect.

5.      Training providers can inform their trainees to log in to MySkillsFuture Portal (www.myskillsfuture.sg) with their SingPass where trainees can access their digital certificates on their own. The WSQ digital certificates can be found in the ‘Certificates’ tab of the trainee’s Skills Passport upon login.
