[SSG CIRCULAR/MIPD/2020/1]: Adult Educators Requirements and Programmes for SSG Training Providers with Non-WSQ Certifiable Courses

In 2018, SkillsFuture Singapore (SSG) announced the extension of the Adult Educator (AE) Qualifications Requirements to Non-WSQ certifiable courses funded by SSG to raise the overall quality of AEs in the Continuing Education and Training (CET) space. Training providers offering SSG-Funded Non-WSQ certifiable courses are required to meet the AE Qualifications Requirements from 01 January 2021 onwards (see Table 1).

Table 1: AE Qualifications Requirements for SSG-Funded Certifiable Courses
Training Provider AE Qualifications Requirements
Public Training Provider At least 80% of trainers and/or assessors with the Workforce Skills Qualifications (WSQ) Advanced Certificate in Training and Assessment (ACTA) or Advanced Certificate in Learning and Performance (ACLP) qualifications or equivalent.
In-House Training Provider At least 80% of trainers and/or assessors with WSQ Workplace Trainer Programme (WTP) or Workplace Learning Facilitator (WLF) qualifications and at least one with ACTA or ACLP qualifications or equivalent.

To support your efforts in meeting the AE Qualifications Requirements, SSG has worked with the Institute for Adult Learning (IAL) to offer an enhanced Recognition of Prior Learning (RPL) pathway for experienced AEs and a compressed Facilitated Learning Pathway (FLP) for new AEs. The first FLP compressed class starts on 07 July 2020.

3. Training providers with existing Non-WSQ certifiable courses that are still valid from 01 January 2021 onwards will be required to provide their AEs’ details and make a declaration in the new Training Partners Gateway (TPGateway) portal from July 2020 onwards, in order to continue receiving course fee funding.
