Update in definition of SMEs in relation to eligibility for Enhanced Training Support for SMEs Scheme

1.    SSG has updated the definition of Small and Medium Enterprises (SMEs) to align with that of SPRING Singapore. SMEs are now defined as companies with:

(i)      at least 30% local shareholding; AND

(ii)    Group annual sales turnover of not more than $100 million OR Group employment size of not more than 200 employees.

Timeline for companies to update business information

2.    To ensure the applicable and correct funding based on the updated SME definition, companies were informed between 15 November 2013 and 4 March 2014 via four rounds of email notifications to update the following business information of their company profiles in SkillsConnect by 31 March 2014:

Activation of the Updated SME Definition in SkillsConnect

3.    From 1 May 2014, the default setting in SkillsConnect for companies which have not updated your business information by the required timeline will be set as non-SME with the corresponding non-SME funding rates applicable.

4.    If your company meets the updated SME definition, please update the above business information immediately and submit training grant applications AFTER you have received approval on the update of the business information in SkillsConnect for the SME funding rates to apply.

5.    To update the above business information, please log in under your “Participating Company” profile in SkillsConnect ( www.skillsconnect.gov.sg) and click on “Organisation Profile Management” under the “Organisation Menu”.

Adjustment to course fees paid for training grant applications and claims defaulted to non-SME funding rates

6.    For courses approved under Full Fee payment type (this includes CET Centre courses), no further action is needed as the applicable funding rates and corresponding grant amount will be automatically updated by SkillsConnect.

7.    For courses approved under Nett Fee payment type, the applicant company and training organisation are required to coordinate and submit the correct nett course fees payable corresponding to the applicable SME/non-SME funding rates.

1 Annual sales turnover refers to the revenue or sales turnover stated on the company’s income statement.

2 A company should include in its employment size any persons employed under a contract of service in accordance to the Employment Act. This is regardless of the nationality of the employee.

3 Group tracing:

i.    All corporate shareholder(s) holding more than 50% of total shareholding of the company and any subsequent corporate parents.

ii.    All subsidiaries of the company.
