Definition And Criteria For "Certifiable Skills Training" Courses


1.     To ensure that the policies of the SkillsFuture Singapore Agency (SSG) stay updated and current based on the employment and training landscape, we have reviewed SSG’s definition and criteria for "Certifiable Skills Training" courses. The changes will take effect from 23 February 2015.

2.     With effect from 23 February 2015, the new definition and criteria for "Certifiable Skills Training" course is:

Definition

"National or industry-wide certification training programmes which are accredited or supported by SSG"

 

Criteria

 

Courses must meet all of the following fundamental criteria:

a.

  Must be examinable and have clear learning outcomes

b.

  Meant for employment, job development or job upgrading purposes

c.

  Skills and competencies addressed by the course should meet industry skills shortage or manpower demand (i.e. applicants may not be supported if there is an excess supply of manpower/skills in the industry)

d.

  Must not be academic degree courses, i.e. bachelor, master or doctorate degree courses

 

Courses must fulfil one of the following certification criteria:

a.

  Be accredited under Singapore Workforce Skills Qualifications (WSQ) system; or

b.

  Lead to a qualification (below degree) awarded by a local post-secondary education institution under Singapore's education system, such as ITE Nitec or Polytechnic Diploma; or

c.

  Be recognised under the regulatory or professional development framework endorsed by a Singapore Government agency for the sector, including mandatory skills-based training stipulated by the relevant Singapore Government agency for the sector.

3.     There will be no changes in the level of funding support for "Certifiable Skills Training" courses, subject to prevailing policies and funding rates.
